கச்சத்தீவு மீட்கப்படவேண்டும் - நாடாளுமன்றத்தில் திருமா உரை (ஆங்கிலத்தில்)

Hon. Chairman, Sir, I thank the Chair for giving me an opportunity to speak on the Demands for Grants pertaining to the Ministry of Home Affairs. Let me put forth my points on behalf of our party, Viduthalai Chiruththaigal Katchi.

The Union Home Ministry has to tackle several challenges and the foremost among them is the internal security of the country. Security includes both the external defence and the internal security. The latter does not stop with the mere maintenance of law and order. Internal Security has got more to do with the defence of the country while strengthening the mechanism for maintaining law and order. Most of my esteemed colleagues who spoke ahead of me have been referring to the violence, extremism and terrorism. Violence can be categorized into two forms. One is out of an aggressive and oppressive and monopolizing view point and the other is out of a spirit of zeal for liberty and freedom. Even an eagle’s attempt to snatch away the chick from its mother hen is a violent method. The retaliatory action of the mother hen to deal with an eagle in its flight to save its chicks is also violent. What the eagle does is an aggressive and oppressive act and what the mother hen does is an act to protect the life and freedom of its chicks. Hence, I would like to humbly impress upon the House that we must not let loose violence in an indiscriminate fashion.


Internal security is in giving protection and ensuring the safety and security of every segment of the society. A nation’s security lies in the protection given to the lives and the properties of the people along with their rights. India’s security is ensured with the help of our Police Force, Armed Forces, the Intelligence and Surveillance wings of our security apparatus. I would like to record a fact and bring it to the notice of the Government that both the dalits and the people of Islamic community are ignored and neglected from being included and inducted in our Police Force, Armed Forces and also in the Intelligence and Surveillance wings in commensurate with their population. The Islamic population in the country is 13.4 per cent. According to the statistical data available from the Report of the National Crime Records Bureau brought out in 2007, they have been taken in only to the tune of 7.6 per cent in all our security forces put together at the national level. Only such discrimination leads to disenchantment of the minorities, especially the people from Islamic community to feel unwanted and ignored that leads to violent clashes. No individual, no group, no community and no State must feel that they are neglected and ignored and discriminated against. If they feel that they are belittled, they may resort to violence and it may not be easy for us to overcome that. We all know this. We have nil or negligible induction of dalits and people of Islamic community in the CBI, the IB, the R&AW, the Military Intelligence and Surveillance Wings. The Government must look into this and take necessary steps to induct them and utilize their services for national security. If we look at all the jails and prisons in India, we will find that most of those who are behind the bars are dalits and Muslims and most of them have been framed as convicts. The dalits and Muslims are treated like anti-nationals only because of the mindset of the power centres that are within these security organizations, which are not having proportionate representation of the dalits and the Muslims. This is the fundamental and basic reason for such a state of affairs which exists today. We must look into this as a problem that needs to be sorted out. Whenever lists of anti-social elements and suspicious elements are prepared, dalits and Muslims are included in those lists in an indiscriminate way, leading to their disaffection. I would like to request the Union Home Minister to set up a national authority to go into this question and rectify the omissions and commissions that go against the dalits and the minorities.

Mumbai attacks were referred to here during this discussion. Mumbai attack did not take place due to local issues. It has wider ramifications with foreign players involved in it. If we are to have inward peace, it is not enough that we remain good; it is also necessary that a conducive atmosphere is there around us. If our country is to remain peaceful, if we want to buy peace, it is not enough that we control unwanted things here and bring peace. Instead, we must ensure a peaceful environment in our region. While dealing with our external affairs, we must see that we establish peace in this region. Non-Alignment Movement was very much alive during the times of Pandit Jawarharlal Nehru, but today our Foreign Policy is more tilted towards the USA. We are becoming increasingly dependent on the USA. Our plans and strategies are evolved with this in mind. Our security has been greatly threatened only because of our departure from the policy of Non-Alignment and tilting towards the US. There may be a rogue element or a rowdy in a particular area we live in. If we befriend that rogue, then we would be inviting trouble and make enemies. America has enemies all over the world. Just because we seek to have close ties with the US, we make many enemies and countries like China are turning against us.

Katchativu was handed over to Sri Lanka in 1976 quite against the wishes of the people of Tamil Nadu and the State Government there and also against our Constitution. If we do not get back Katchativu from Sri Lanka rescinding that uncalled for move, we would only be destabilizing peace in the region and would be creating a situation like Jammu and Kashmir in the Southern tip of the country and it would be posing a great threat to our security. In order to protect our national interests and our country’s borders with ensured insular security we must get back Katchativu making all possible efforts towards that. During Emergency, even without taking the approval of Parliament, Katchativu was handed over to the Sri Lankan Government. It is only because we have not got back Katchativu, our fishermen are facing threat to their lives whenever they go to the high seas to carry on with their traditional occupation of fishing. Since 1983, at least 300 Indian fishermen from the coastal areas of Tamil Nadu have been killed at the hands of brutal Sri Lankan Armed Forces. The Government of India has failed in its duty to protect the lives of Tamil fishermen, the Indian nationals. Our fishermen are treated like criminals. This situation must change for the better. Our Home Minister has recently announced that our fishermen will be given special Identity Cards. At a time when you are going in for Unique Identity Card regime, this special Identity Card for fishermen alone would only be weakening their position to be seen and treated like criminals. Hence I urge upon you to reconsider this. Only by way of redeeming back Katchativu, we can ensure the safety and security of our country in that area. Reiterating this, let me conclude my speech expressing my thanks to the opportunity given.
