இந்தியாவிற்கு, குறிப்பாக தமிழகத்திற்கு வருகைதந்துள்ள தங்களை வரவேற்பதில் மகிழ்ச்சியடைகிறேன். அமெரிக்கா மற்றும் இந்தியா ஆகிய இரு நாடுகளுக்கிடையிலான அரசியல் மற்றும் பொருளியல் உறவுகளை வலுப்படுத்துவதற்கான பயணமாக இது அமைந்திடும் எனக் கருதப்படுகிறது. அதிலும் குறிப்பாக தமிழ்நாட்டோடு அமெரிக்கா வர்த்தக உறவுகளை வைத்துக்கொள்வதற்காகவே தமிழக முதல்வரை தாங்கள் சந்திக்கிறீர்கள் என்றும் தெரிய வருகிறது. இந்நிலையில், ஈழத் தமிழர்ச் சிக்கல் குறித்தும் தமிழக முதல்வருடன் தாங்கள் கலந்துரையாட இருப்பதாகவும் நம்பப்படுகிறது.

இத்தகைய சூழலில் எமது விடுதலைச் சிறுத்தைகள் கட்சியின் சார்பில் தங்களை நேரில் சந்திக்க இயலாத நிலையில் இம்மடலின் வாயிலாக தங்களின் மேலான கவனத்திற்கு ஈழத் தமிழர் தொடர்பான சில செய்திகளை முன்வைக்க விரும்புகிறோம்.

உலகின் மிகப்பெரிய வல்லரசு நாடான அமெரிக்கா, உலகத்தின் பல்வேறு நாடுகளின் அரசியல் மற்றும் பொருளியல் தொடர்பான பிரச்சனைகளில் தலையிட்டு தமது ஆளுமையை நிலைநாட்டி வருகிறது. குறிப்பாக, பயங்கரவாத ஒழிப்பு எனும் பெயரில் தமக்கு இசைவான உலக நாடுகளை ஒருங்கிணைத்து தமது அரசியல், பொருளியல் மற்றும் இராணுவ வலிமையைப் பயன்படுத்தி தம்முடைய விருப்பத்திற்கேற்ற நடவடிக்கைகளைச் செய்து வருகிறது. குறிப்பாக, அமெரிக்க இரட்டைக் கோபுரத் தகர்ப்புக்குப் பின்னர் அல்கொய்தா போன்ற பல்வேறு இயக்கங்களைப் பட்டியல்படுத்தி அவ்வியக்கங்களின் நடவடிக்கைகளைத் தடுப்பதுடன் அவ்வாறான இயக்கங்கள் அனைத்தையும் முற்றிலுமாக துடைத்தெறிய வேண்டும் என்கிற வகையில் செயல்திட்டங்களைத் தீட்டி தமது ஆதரவு நாடுகளின் ஒத்துழைப்போடு அவற்றை நடைமுறைப்படுத்தி வருகிறது.

உலக அமைதிக்கு எதிரான பயங்கரவாத நடவடிக்கைகளைத் தடுக்க வேண்டும் என்பதுடன் முற்றிலும் ஒழிக்க வேண்டும் என்பதில் எமக்கு மாற்றுக் கருத்து இல்லை. ஆனால், எது பயங்கரவாதம்? எத்தகைய இயக்கங்கள் பயங்கரவாத இயக்கங்கள்? ஆகியவற்றை வரையறுப்பதிலும் அடையாளம் காண்பதிலும் அமெரிக்க வல்லரசுடன் எமது இயக்கம் முரண்படுகிறது. குறிப்பாக, கடந்த அரை நூற்றாண்டுக்கும் மேலாக கோடிக் கணக்கான மக்களின் பேராதரவோடும் பங்களிப்போடும் தமிழீழ விடுதலைப் போராட்டம் நடைபெற்று வருகிறது. 1938இலிருந்து 1972 வரையில் ஆயுதம் ஏந்தாத அறவழிப் போராட்டங்களை ஈழத் தமிழினம் மேற்கொண்டது. ஈழத் தந்தை செல்வநாயகம் அவர்களின் தலைமையில் அத்தகைய அறப்போராட்டங்கள் நடைபெற்றன. ஆனால், சிங்கள இனவெறி அரசு அப் போராட்டங்களை ஆயுத முனையில் அடக்கி ஒடுக்கியது. அதிலிருந்து வெடித்தெழுந்ததுதான் ஆயுதந்தாங்கிய தமிழீழ தேசிய இன விடுதலைப் போராட்டம். தமிழீழத் தேசியத் தலைவர் மேதகு பிரபாகரன் தலைமையில் போராட்டம் வெற்றிகரமாக வலுப்பெற்று தமிழீழ அரசு உருவானது. வன்னியை தலைமையகமாகக் கொண்டு இயங்கிய தமிழீழ அரசும், தமிழீழ விடுதலைப் போராட்டமும் அமெரிக்கா, இந்தியா உள்ளிட்ட உலக நாடுகளின் ஒத்துழைப்போடு இன்று நசுக்கப்பட்டுள்ளது.

இதற்கு அடிப்படைக் காரணமாக பயங்கரவாத இயக்கங்களின் பட்டியலில் அல்கொய்தா போன்ற இயக்கங்களின் வரிசையில் தமிழீழ விடுதலைப் புலிகள் இயக்கத்தையும் அமெரிக்க வல்லரசு இணைத்ததுதான் என்று விடுதலைச் சிறுத்தைகள் நம்புகிறது. ஒரு மாபெரும் மக்கள் இயக்கத்தை தேசிய இன ஒடுக்குமுறைகளுக்கு எதிரான விடுதலை இயக்கத்தை, அவ்வியக்கத்தின் நெடுங்கால வரலாற்றுப் பின்னணிகளைக் கருத்தில்கொள்ளாமல், அதனை பயங்கரவாத இயக்கமாக முத்திரைகுத்தி உலகளவில் அவ்வியக்கத்தின் நடவடிக்கைகளுக்கு எதிராகத் தடை விதித்து விடுதலைப் புலிகளை ஓரம்கட்டியதுதான் சர்வதேசச் சமூகத்தின் ஆதரவைப் பெற இயலாமல் போனதற்கும் இத்தகைய பின்னடைவைச் சந்திப்பதற்கும் முதன்மையான காரணங்களாக அமைந்துவிட்டன.

எனவே அமெரிக்க வல்லரசு ஈழத் தமிழர் பிரச்சனையை மீள்பார்வை செய்ய வேண்டுமென விடுதலைச் சிறுத்தைகள் கேட்டுக்கொள்கிறது. குறிப்பாக,

தமிழீழ விடுதலைப் புலிகள் இயக்கத்தை ஒரு மாபெரும் மக்கள் இயக்கமாக அங்கீகரிக்க வேண்டும். சர்வதேச அளவில் அவ்வியக்கத்தின் மீது விதிக்கப்பட்டுள்ள தடையை திரும்பப் பெறுவதற்குரிய நடவடிக்கைகளை மேற்கொள்ள வேண்டும். அத்துடன், சிங்கள இனவெறி ஒடுக்குமுறையால் அரை நூற்றாண்டுக்கும் மேலாகப் பாதிக்கப்பட்டு வருகிற தமிழ்மக்களின் உணர்வுகளை மதித்து அவர்களின் ஒரே வேட்கையான தமிழீழத் தேசத்தை அங்கீகரிக்க வேண்டும்.

அய்.நா. பேரவையால் நியமிக்கப்பட்ட வல்லரசுக் குழு அண்மையில் வெளியிட்ட அறிக்கையின்படி சிங்கள அதிபர் இராஜபக்சே உள்ளிட்ட சிங்கள இனவெறி ஆட்சியாளர்களை போர்க்குற்றவாளிகளாக அறிவித்து அவர்களை அனைத்துலக நீதிமன்றத்தின் முன் நிறுத்த வேண்டும். மேலும் அவர்கள் போர்க் குற்றங்களை மட்டுமின்றி, மாபெரும் இனப்படுகொலையை நடத்தியிருப்பதால் இராஜபக்சே கும்பலை இனப்படுகொலைக் குற்றவாளிகளாக அறிவித்து கடும் தண்டனை வழங்குவதற்கு ஆவன செய்ய வேண்டும்.

விடுதலைப் புலிகள் என்னும் பெயரால் சிறைப்படுத்தப்பட்டு வதைப்படுத்தப்படும்.சுமார் 11,000 பேரை உடனடியாக விடுதலை செய்வதற்கு ஆவன செய்ய வேண்டும். வதை முகாம்களில் உள்ள இலட்சக்கணக்கான அகதிகளையும் விடுவித்து அவரவர் சொந்தக் கிராமங்களில் குடியமர்த்தம் செய்ய வேண்டும்.

வடக்கு, கிழக்கு பகுதிகள் சிங்களமயமாதல் போக்கைத் தடுத்து நிறுத்த வேண்டும். மேலும் வடக்கு, கிழக்குப் பகுதிகளில் அமைக்கப்பட்டுள்ள நிலையான இராணுவ முகாம்களை முற்றிலுமாக அப்புறப்படுத்த வேண்டும். இளைஞர்கள் மற்றும் இளம்பெண்களுக்கு எதிராக நடைபெறும் அரசப் பயங்கரவாத நடவடிக்கைகளைத் தடுத்து நிறுத்த வேண்டும்.

தமிழீழத் தேசிய இனத்திற்கு எதிராகப் பரப்பப்படும் கலாச்சார, பண்பாட்டுச் சீரழிவுப் போக்கினைத் தடுத்து நிறுத்த வேண்டும்.

தமிழ்த்தேசியக் கூட்டமைப்பு, நாடு கடந்த தமிழீழ அராங்கம், உலகத் தமிழர் பேரவை போன்ற அமைப்புகளின் பிரதிநிதிகளோடும் தமிழீழ விடுதலைப் புலிகளின் முன்னணித் தலைவர்களோடும் அமைதிப் பேச்சுவார்த்தை நடத்தி, நிலையான அரசியல் தீர்வைக் காண்பதற்கு, குறிப்பாக தமிழீழம் மலர்வதற்கு அமெரிக்க வல்லரசு ஆவன செய்ய வேண்டும்.

தமிழர்கள் என்ற ஒரே காரணத்திற்காக அப்பாவிப் பொதுமக்களை இலட்சக் கணக்கில் கொன்று குவித்த காட்டுமிராண்டித்தனமான சிங்கள இனவெறியர்களை, இராஜபக்சே கும்பலை எக்காரணத்தைக் கொண்டும் தப்பிக்க விடாமல் அனைத்துலக நீதிமன்றத்தின்முன் நிறுத்தி கடுமையாகத் தண்டிக்க வேண்டும்.

அய்.நா. பேரவையிலும் அனைத்துலக அரங்கிலும் மாபெரும் வலிமையுடன் ஆளுமை செலுத்திவரும் ஒரு வல்லரசு என்கிற நிலையில் அமெரிக்கப் பேரரசிடம் தங்களின் வாயிலாக எமது விடுதலைச் சிறுத்தைகள் கட்சி மேற்கண்ட கோரிக்கைகளை மிகுந்த நம்பிக்கையோடும் மனிதநேயத்தோடும் முன்வைக்கிறது. ஈழத்திலும் தமிழ்நாட்டிலும் மற்றும் உலகமெங்கும் வாழ்கிற சுமார் 10 கோடித் தமிழர்களின் எதிர்பார்ப்பை நிறைவேற்ற தங்களால் இயன்ற வகையில் நடவடிக்கைகளை மேற்கொள்ள வேண்டுமென விடுதலைச் சிறுத்தைகளின் சார்பில் கேட்டுக்கொள்கிறேன்.

Respected Madam,

I have immense pleasure in inviting you to India, especially Tamil nadu. We regard your visit to India as an opportunity to strengthen political and economic relations. We also consider your meeting with the Tamil Nadu Chief Minister to develop economic relationship with the state.

In this context we believe that you would discuss the plight of Eelam Tamils with our Chief Minister. On behalf of Dalit Panthers Political party, I would like to bring to your kind notice the following facts regarding Tamil Eelam.

United States of America , being the supreme power of the world had intervened to render political and diplomatic solutions in various countries. It has championed the cause of war against terrorism along with allied countries using its political , economical and military might . In the post 9/11 twin tower destruction it has categorised many terrorist organisations including Al Qaeda, paralyzed their operations , framed policies in alliance with their friendly nations to eliminate such entities.

We render whole hearted support to the anti-terror campaign taken up by USA to establish world peace but we have a difference of opinion with United States in defining terrorism , in categorising terrorist organisation and in differentiating between terrorist entities and liberation movements .

We would like to point out that in Srilanka , with the support of millions of tamil people across the globe, the liberation struggle for a separate Tamil home land spans for more than half a century. It has been a non-violent democratic struggle from 1938-1972 under the able leadership of The Father of Tamil Eelam Selvanayagam. But due to rascist nature of the Government of Srilanka these democratic struggles have been curbed down on the weapon’s edge . The fascist nature of the Sinhalese is responsible for the transformation of a non-violent movement into a weapon bound liberation struggle . Under the renowned leadership of Prabhakaran interim self rule by Tamils were successfully implemented. But this Tamil Eelam government was crushed with the support of countries like USA and India. We believe that this destruction was on the basis of the policy taken by United States of India to shortlist LTTE in the pages of terrorist organisations like Al Qaeda. Thus by ignoring the historical facts behind this liberation struggle, the LTTE was branded as terrorist organisation across the world which ultimately lead to the loss of logistic support and resulted as a major setback to the liberation struggle.

We Dalit Panthers request the United states of America to have a neutral approach to Tamil Eelam crisis

It should recognise LTTE as a mass movement of the people. It should take steps on an international level to remove the ban on LTTE.

It should consider the noble cause of Eelam Tamils and its right for self determination against the Sinhala fascism and recognise Tamil Eelam as a separate country.

On the basis of UN panel report, it should declare Srilankan President Rajapakshe and his clan as war criminals before the International court of War Crimes and Justice. Since the Srilankan president and his clan were the architects for a mass genocide, this group should be stamped as perpetuators of genocide and suitable capital punishment should be delivered.

It should emphasise the release of 11,000 people in the IDP camps who are being tortured in the name of LTTE.

It should take concrete steps for the resettlement of lakhs of refugees to their respective villages from the IDP camps.

It should stop the sinhalisation in the North eastern Tamil areas of Sri Lanka . It should take concrete steps to close down military camps stationed in the above mentioned areas . It should put an end to the atrocities done by the Srilankan military towards Tamil women and youth.

It should stop the cultural destruction caused to the Tamil Eelam.

It should initiate to resume peace talks with Global Tamil Forum, Transnational Government of Tamil Eelam, Organisation of Tamil states and forefront leaders of LTTE to establish a political solution especially in the formation of Tamil Eelam.

It should vigilantly supervise the proceedings of rendering capital punishment to Rajapakshe and his clan before the International court.

We the Dalit Panthers, with full respect and humane attitude place the above resolutions to the influential and powerful United states of America which has immense support in United Nations and in the World arena. We request you to render your full support and commitment to fulfil the expectations of 10 crore Tamil population across the World.
