இலங்கை தமிழர் மீதான இனப்படுகொலை பற்றிய வெள்ளை அறிக்கை வேண்டும் - நாடளுமன்றத்தில் திருமா

ஒவ்வொரு கிராமமும் சாதி கிராமமாகவும் தலித் கிராமமாகவும்இரட்டை குடியிருப்புகளாக இருப்பது ஒரு தேசிய அவமானம் மக்களவையில் தொல்.திருமாவளவன் கன்னிப் பேச்சு

08.06.2009 திங்கள் கிழமை மாலை 5:45 மணியளவில் சிதம்பரம் நாடாளுமன்ற உறுப்பினர் தொல்.திருமாவளவன் அவர்கள் மக்களவையில் தமது கன்னிப பேச்சை நிகழ்த்தினார்.

அவருக்கு ஐந்து நிமிடங்களே ஒதுக்கபட்டது .இருப்பினும் அவர் எட்டு நிமிடங்கள் பதினெட்டு நொடிகள் எடுத்து கொண்டார் .அதன் விவரம் பின்வருமாறு.

அவைத் தலைவர் அவர்களே, அமைச்சர் பெருமக்களே, மற்றும் உறுப்பினர்களே உங்கள் அனைவருக்கும் எனது நெஞ்சார்ந்த வாழ்த்துகளைத் தெரிவித்துக்கொள்கிறேன். தலைவர் அவர்களே தாங்கள் ஒரு இடதுசாரி சிந்தனை உள்ள நாடாளுமன்ற உறுப்பினர் ( பாசு தேவ் ஆச்சாரியா) என்று எனக்குத் தெரியும். எனவே தாங்கள் எனக்கான வாய்ப்பை நசுக்கிட மாட்டீர்கள் என நான் நம்புகிறேன். எனக்கு குறைந்தது பத்து நிமிடங்களாவது தேவை. மூத்த உறுப்பினர்கள் அவரவர் விரும்பிய அளவிலான நேரத்தை- 30 நிமிடங்களுக்கு மேல் எடுத்துக் கொண்டனர். புதிய உறுப்பினர்களான எங்களுக்கு குறைந்தது 10 நிமிடங்களாவது வேண்டும்.

நான் இந்த அவைக்கு புது முகம் என்பதனால் முதலில் என்னை நான் அறிமுகப்படுத்திக் கொள்கிறேன். தொல். திருமாவளவன் என்னும் நான் விடுத்தலைச்சிறுத்தைகள் கட்சியின் நிறுவனத் தலைவர்.

தலைவர் அவர்களே, நான் இந்த அவையில் தலித்துகள், பெண்கள், சிறுபான்மையினர் மற்றும் பிற பிற்படுத்தப்பட்ட மக்களை பிரதிநிதித்துவப்படுத்துகிறேன். பெருமைமிக்க இந்த அவைக்கு என்னை அனுப்பியுள்ள எனது தொகுதி மக்களுக்கும், திமுக, காங்கிரசு மற்றும் தமிழகத்திலுள்ள அனைத்து இசுலாமிய அமைப்புகள், மற்றும் பிற்படுத்தப்பட்ட சமூக அமைப்புகள் ஆகிய கூட்டணிக் கட்சிகளுக்கும் எனது உளப்பூர்வமான நன்றியை உரித்தாக்குகிறேன். மகத்தான சமூக நீதிப்போராளி புரட்சியாளர் அம்பேத்கர் அவர்கள் அடித்தட்டு மக்களுக்காக தொண்டாற்றிய இந்த அவையில் நானும் ஒரு உறுப்பினராக இருப்பதை பெருமையாக உணருகிறேன்.

தலித் மற்றும் பழங்குடி வகுப்பைச் சார்ந்தவர்களை மக்களவையின் தலைவராகவும், துணைத் தலைவராகவும் தேர்ந்தெடுத்த அய்க்கிய முற்போக்குக் கூட்டணியின் தலைவர் (திருமதி சோனியா காந்தி) அவர்களை நான் வாழ்த்தவும் பாராட்டவும் விரும்புகிறேன். அத்துடன் இதற்கு ஆதரவளித்த அனைத்து மாண்புமிகு உறுப்பினர்களுக்கும் எனது நன்றியை தெரிவித்துக் கொள்கிறேன். இந்நிலையில் இக்காலகட்டத்தை எளியோரின் காலம் என கூற விரும்புகிறேன். எளியோரை வலிமைப் படுத்துவதே தேசத்தின் உண்மையான வலிமை என்றும் கூற விரும்புகிறேன். எனவே இத்தகைய முயற்சிகளை மேற்கொண்ட அய்க்கிய முற்போகுக் கூட்டணியின் தலைவர் (திருமதி சோனியா காந்தி) அவர்களை மீண்டும் பாராட்டுகிறேன். தற்போது பெண் குடியரசுத்தலைவரைப் பெற்றிருக்கிறோம். மதச் சிறுபான்மைச் சமூகங்களிலிருந்து குடியரசுத் துணைத் தலைவரையும் பிரதமரையும் பெற்றிருக்கிறோம். ஒரு தலித் சமூகத்திலிருந்து மக்களவைத் தலைவராக பெண்ணையும், பழங்குடியிச் சமூகத்தி லிருந்து மக்களவைத் துணைத் தலைவர் ஒருவரையும் நாம் பெற்றிருக்கிறோம். எனவே இதனை எளியோரின் காலம் என்று கருதுகிறேன்.

தலைவர் அவர்களே! குடியரசுத் தலைவர் அவர்களின் உரையில் பாராட்டுதலுக்குரிய பல திட்டங்கள் உள்ளன. அத்துடன் குறிப்பாக பெண் கல்விக்கான தேசிய இயக்கம், அடையாள அட்டை வழங்கும் திட்டம், குப்பம் இல்லா இந்தியா, தேசிய அளவிலான உணவு உறுதிச் சட்டம், சிறுபான்மையினருக்கான பிரதமரின் 15 அம்சத் திட்டம், பெண்களுக்கான இடஒதுக்கீடு மசோதா போன்ற அறிவிப்புகள் பாராட்டுக்குரியவையாகும். அய்க்கிய முற்போக்குக் கூட்டணியின் உறுப்பினர்கள் இத்தகையத் திட்டங்களைப் விளக்கிப் பாராட்டியுள்ளனர். எனவே நான் அவற்றை மேலும் விவரிக்க விரும்பவில்லை.

ஆனால் குடியரசுத்தலைவரின் உரையில் விடுபட்ட சில முக்கியமான சிக்கல்களை சுட்டிக்காட்ட விரும்புகிறேன். இலங்கையில் நடக்கும் இனப்படுகொலை பற்றியும், சேது சமுத்திரத் திட்டம், தனியார்த் துறைகளில் இசுலாமியர்கள் கிறித்தவர்கள் குறிப்பாக தலித்கிறித்தவர்கள் இட ஒதுக்கீடு, பாபர் மசூதி, பல்வேறு குறைகளுடன் மாநிலங்களவையில் நிறைவேற்றப்பட்டு, மக்களவையில் நிறைவேற்றப்படாமல் உள்ள இசுலாமியர்கள் கிறித்தவர்கள் குறிப்பாக தலித்கிறித்தவர்கள் ஆகியோருக்கான இட ஒதுக்கீடு, அரசு பணிகளுக்கான இட ஒதுக்கீடு மசோதா மற்றும் தீண்டாமை ஒழிப்பு ஆகியவை பற்றி மேதகு குடியரசுத் தலைவரின் உரையில் எதுவும் குறிப்பிடப்படவில்லை.

ஒவ்வொரு கிராமமும் சாதி கிராமமாகவும் தலித் கிராமமாகவும் இரட்டை குடியிருப்புகளாக இருப்பது ஒரு தேசிய அவமானம் எனக்கூறுவதற்காக வருந்துகிறேன். இங்கே தீண்டாமையை ஒழிக்காமல் சனநாயகத்தை வளர்க்க முடியாது.. நாம் நமது சனநாயகத்தின் மீது நாம் அனைவரும் மிகுந்த வேட்கைக் கொண்டிருக்கிறோம். ஆனால் சனநாயகம் என்பது என்ன? நம்மை பொருத்தவரையில் சனநாயகம் என்பது மற்றவர்களுடைய உணர்வுகளையும் விருப்பங்களையும் மதிப்பதுடன் மற்றவர்களின் கருத்துக்களையும் சிந்தனைகளையும் அனுமதிப்பதும் ஆகும்.

ஆனால் நம்மிடையே இத்தகைய மனநிலை இல்லை. எமது கட்சியின் புகழ்பெற்ற முழக்கம் ஒன்று உண்டு. " கடைசி மனிதனுக்கும் சனநாயகம்! எளிய மக்களுக்கும் அதிகாரம்! மனிதநேயம் சனநாயகத்தின் இன்றியமையாத அடிப்படைத் தேவையாகும். சனநாயகம் சகோதரத்துவத்திற்கு வழிவகுக்கும்; சகோதரத்துவம் சுதந்தரத்தைக் கொடுக்கும்; சுதந்தரம் சமத்துவத்தை உருவாக்கும்! அனைத்திலும், அனைவருக்கும் சமத்துவம் என்பதே உண்மையான சனநாயகம் ஆகும்.
வாக்குரிமை மட்டுமே சனநாயகம் இல்லை என்பதை நாம் அனைவரும் அறிவோம்.

நிறைவாக நான் சில வேண்டுகோள்களை வைக்க விரும்புகிறேன். இலங்கை தமிழர் மீதான இனப்படுகொலை பற்றிய வெள்ளை அறிக்கை வேண்டும். இலங்கைத் தமிழர் சிக்கலில் இந்திய அரசின் பங்களிப்பு என்ன? இலங்கை அரசுக்கு இந்திய அரசு என்ன வகையான ஆதரவினைத் தந்தது? என இந்திய அரசு வெள்ளை அறிக்கையாக அளிக்க வேண்டும். அதைப் போலவே, தாழ்த்தப்பட்ட, பழங்குடியினருக்கென 'தனி அமைச்சகம்' உருவாக்க வேண்டும். மேலும் நிதி அமைச்சர் பிரணாப் முகர்ஜி தலைமையிலான 'தலித் விவகாரங்களுக்கான அமைச்சர்கள் குழு'வின் பரிந்துரைகளை உடனடியாக செயல்படுத்த வேண்டும் என்றும் கேட்டுக்கொள்கிறேன். மற்றும் உயர் கல்வி மற்றும் தொழிற்கல்வி உட்பட அனைவருக்கும் கல்வியை இலவசமாக வழங்க வேண்டும்.

எமது கட்சியும் தோழமைக் கட்சியான திமுகவும், ஈழத்தமிழர்கள் சிக்கல் குறித்து மிகுந்த கவலை கொண்டுள்ளன.. இந்தியா, தமிழ்ச் சமூகத்திற்கு துரோகம் இழைத்து விட்டது என்பதை வருத்தத்துடன் தெரிவித்துக்கொள்கிறேன். எனவே இந்தியா தமிழர்களுக்கு எதிரான தனது போக்கை மாற்றிக்கொண்டு எமது தமிழ்ச் சொந்தகளை பாதுகாக்க வேண்டும் என்று கேட்டுக்கொள்கிறேன்.

Honorable chairpersons, honorable ministers, My heartiest congratulations to you all sir, I know you are an eminent left oriented parliamentarian. So I believe you do not suppress my opportunity. I need at least 10 minutes. The senior members have taken their own time more than 30 minutes. We need the new member at least 10 minutes.

I would like to introduce myself since I am new face to this house. I am Thirumavalavan founder and president of VCK, is an abbreviation of Viduthalai Chiruthaigal Katchi. Which means liberation panthers party. I am representing the Dalits, women, minorities, and other backward classes. I would like to submit my sincere thanks to my people who sent me to this house and also to the align parties DMK, CONGRESS, and all Muslim leagues in Tamilnadu and other outfits of backward classes.

Sir I feel proud to be a member of this house in which the great warrior of social justice Dr.B.R.Ambedkar served here for the downtrodden people. I would like to congratulate and appreciate our chairperson of UPA for chosen our speaker and deputy speaker from dalits and tribals also to all members of this house. I wish to say this is an era of vulnerable social categories. I want to say the empowering of the vulnerable societies is the real empowerment of the nation. We can see the empowering of dalits, women, and minorities. Sir I ask to appreciate and congratulate once again to the chairperson of UPA because we have the president from women. We have the speaker from dalit as well as women. We have the prime minister and vice president from religious minority. We have the Deputy speaker from tribals. So I feel proud to say this is an era of vulnerable social categories. Sir I would like to appreciate in the president speech there are many schemes and programmes available to be appreciated. Like national mission for female literacy. The unique identity card scheme from free India. National food security act. Prime minister 15 point programmes for the minority and women reservation bill and so on. Many of UPA members appreciated and explained everything. I don?t want to enter in to these. But I want to indicate some important issues which are neglected and we expected not present in the presidential address. There is no mention about the genocide of srilankan tamils. No mention about the sethu project. No mention about the reservation in private sector. Reservations for muslims and Christians. Particularly dalit Christians. No mention about the Babri masjid. No mention about an act for reservation. This reservation bill for quotient vacancies already passed in Rajya sabha. But not yet introduced in loksabha. No mention about the abolition of untouchablity. Here I am sorry to say it is national shame that there are two villages in every area one is caste village and another one is dalit village. There are to two habitation in every village. With out eradication of untouchablity we cannot evolve the democracy. We all are crazy on democracy. But what we mean the democracy. I mean respecting others feelings and aspirations, admitting others opinions and concepts but there is no such an attitude. We have one popular slogan in our party. Let the democracy to last one and let the power to lay people. Democracy needs basically and fundamentally the humanity. Humanity is the basic and fundamental need for the democracy. Humanity leads to fraternity. Fraternity gives liberty. Liberty makes the equality. Equality in all to all is the real democracy. We all know very well that only the voting right is not the democracy here I want to submit some requisitions.

We need white paper on genocide of srilankan tamils what is the roll of our union government on srilanakan issues. What kind of support is given to the government of Srilanka.
Another one request separate ministry to the scheduled caste and scheduled tribes.
And request to implement the recommendations of the committee of ministers of Dalit affairs which was headed by our finance minister pranabji.
Free education to all including higher education and professional courses.
our party and our align parties are very much concern about the srilankan issues. I am sorry to say The Government of India betrayed the tamil community in srilanka. So the government of India should change the attitude against tamils. Thank you very much.
